The Second ( Socialist ) International is meeting at Transport House in London . Delegates from all over Europe are attending , including Dr Friedrich Adler , who in 1916 assassinated the Austrian Prime Minister , Count Sturgkh , as a protest against the continuation of the Great War . The International was founded in 1889 and re - established after the War at the 1923 Hamburg Conference .
