A night shelter for the poor and homeless, provided by the Salvation Army in the 19th century, aka two penny hangover. The client was charged two pennies and was allowed to sleep by leaning on or hanging over a rope placed in front of a bench, but not allowed to lie down flat on his back. The rope was cut at daybreak in order to encourage the clients to wake up early and leave. From Illustrierte Sittengeschichte vom Mittelalter bis zur Gegenwart by Eduard Fuchs, published 1909.
